The City of Alexandria has sent out bills for the second half of 2025 covering Real Estate tax, Refuse fee, and Stormwater Utility fee to property owners and mortgage companies. The Real Estate tax rate for the calendar year 2025 is set at $1.135 per $100 of assessed value.
The Refuse fee and Stormwater Utility fee are calculated based on the City’s fiscal year, which runs from July 1 through June 30. For the second half of the fiscal year, the Refuse fee is $250 per can, representing half of the annual $500 rate for both FY 2025 and FY 2026. The Stormwater Utility fee for this period is $170.15 per Equivalent Residential Unit (ERU), or half of the annual $340.30 fee for FY 2026.
Payments for these taxes and fees are due by Monday, November 17. Late payments will incur penalties and interest charges. Specifically, a late payment penalty of five percent applies if paid by December 2, increasing to ten percent or a minimum of $10 if paid on or after December 3. The penalty on late Refuse fees is ten percent. Interest accrues at an annual rate of ten percent for unpaid taxes and penalties during the first year and five percent each subsequent year starting November 18, while unpaid Refuse fees accrue interest at ten percent annually and Stormwater Utility fees at six percent annually beginning November 18. There is no late payment penalty on the Stormwater Utility fee.
Appeals regarding the Stormwater Utility fee were due by June 16, 2025.
State law does not permit waivers for tax, penalty, or interest due to inability to pay or failure to receive a bill. Property owners who have not received their bill and do not have their taxes paid by their mortgage company should contact the City’s Treasury Division before November 17 via payments@alexandriava.gov or call 703.746.4800 (Option 2). Tax balances and payment history can be accessed online at realestate.alexandriava.gov. Those needing to update their mailing address should reach out to realestate@alexandriava.gov.
The Finance Department operates Monday through Friday from 8 a.m. to 5 p.m., but property owners are encouraged to use online or other contact-free payment options available around the clock:
– Online: Payments can be made by credit card (with a fee) or eCheck (no fee) at alexandriava.gov/Payments.
– By Mail: Send checks or money orders to City of Alexandria, P.O. Box 34750, Alexandria, VA 22334-0750.
– Drop Box: Use the Royal Street drop box at City Hall any time; payments must be in by midnight on November 17.
– In Person: Visit either Treasury Division in City Hall (Room 1510) or West End Finance Office (4850 Mark Center Drive).
City Hall and Market Square are undergoing renovations with department relocations starting August 2025 through next year. Residents can sign up for email updates about these changes at alexandriava.gov/eNews under “City Hall Renovation” or learn more at alexandriava.gov/CityHallRenovation.
Alexandria residents aged sixty-five or older or those who are permanently disabled may qualify for real estate tax relief programs; applications are accepted until April 15, 2026. Military veterans with a service-connected total disability certified by Veterans Affairs may also qualify for full exemption on their primary residence’s real estate tax.
