The Office of the Independent Policing Auditor and the Independent Community Police Review Board have started independent oversight of an in-custody death that happened on August 15, 2025.
According to Alexandria City Code and a Memorandum of Understanding among the Board, the Auditor, and the Alexandria Police Department, the Auditor is allowed to independently investigate any case where a person dies while in police custody. This administrative investigation takes place after a separate criminal investigation by the multi-jurisdictional Critical Incident Response Team (CIRT), which determines if officers committed any criminal wrongdoing. The Auditor’s Office can conduct its own independent investigation or monitor an internal investigation done by APD’s Office of Professional Responsibility.
Currently, the Auditor’s Office is conducting an independent investigation into the death of Allan Tucker II. It is securing timely access to records, body-worn camera footage, and other evidence; reviewing officer history, police reports, and relevant policies; and preparing training materials for the Board’s upcoming review.
When this investigation ends, findings and recommendations will be published on the Auditor’s website and presented to the Board. The Board will then hold a public hearing to review these findings, hear community input, and issue its own report. Both reports along with public commentary will be sent to city leadership including Alexandria City Council and the Chief of Police.

Together, they provide independent oversight of law enforcement and create opportunities for community voices to be a part of the process by offering input on investigative findings, recommendations, and policing in Alexandria.”
A public hearing about this case will take place during a fall meeting of the Independent Community Police Review Board. Residents can give their comments at this hearing or send them via email if they cannot attend in person. Details about this meeting will be announced later through another press release as well as updates posted on both board websites and on the City’s public meeting calendar.
