The Arlington Circuit Court, which serves both Arlington County and the City of Falls Church, will begin its annual juror qualification process in August. Approximately 35,000 residents from these areas will receive Juror Questionnaires by mail as part of a process to select individuals eligible for jury duty between January 1 and December 31, 2026.
According to state law, the questionnaires are distributed randomly to residents based on voter rolls provided by the State Board of Elections. “In accordance with State law, Questionnaires are distributed annually to a random selection of residents of Arlington County and the City of Falls Church. Recipients are selected from registered voter rolls provided by the State Board of Elections. If you do not receive a form in the US Mail, there is nothing you need to do.” Jury Commissioners appointed by the Court will review completed questionnaires during the fall to determine eligibility using criteria set by the General Assembly.
Residents who receive a postcard with instructions are asked to complete their forms online using their Candidate/Juror ID# at https://ejuror.arlingtonva.us/. Those without internet access can request a paper copy by calling 703‑228‑3123 and providing necessary identification details. The court encourages online submission to conserve time and resources.
Some questions may require supporting documentation such as doctor’s notes or travel documents; this information should be submitted via email or fax after completing the questionnaire. All personal data collected is kept confidential and destroyed after use. Residents who have moved out of Virginia or outside Arlington County or Falls Church must still complete the form online to update their address for disqualification.
“Not everyone will receive a Juror Questionnaire via postcard in the US Mail. If you do not receive a postcard there is nothing you need to do.”
Those selected have ten days from receipt to submit their completed questionnaire. Assistance from family or friends is recommended if needed. After submission, no further action is required unless an individual is later qualified and receives an official summons with detailed reporting instructions.
The Questionnaire itself does not serve as a summons; requests for excusal will only be considered if an actual summons is received next year.
Jurors serve for one trial period and must be available from 9 a.m. to 5 p.m., subject to changes set by the Court. Each juror receives $50 per day served as reimbursement for expenses.
Arlington County has a diverse community that includes more than 27,500 students enrolled in its public school district during the 2023-24 school year (https://www.doe.virginia.gov/home). The largest group among these students was white students at nearly 42% of total enrollment, followed by Hispanic students making up about 30% (https://www.doe.virginia.gov/home).
