Erin Moore has been appointed as the new director of the Loudoun County Department of Human Resources, according to an announcement by County Administrator Tim Hemstreet. Her appointment will take effect on September 11, 2025, following a national search process.

Moore brings over 20 years of leadership experience in human resources within large federal agencies. She most recently served as Chief Human Capital Officer at the U.S. Department of Energy, overseeing HR strategy and operations for approximately 16,000 federal employees. Before her tenure at the Department of Energy beginning in 2014, Moore held various HR leadership roles at the Department of Defense, including positions with the Department of the Air Force, Defense Civilian Personnel Advisory Service, and Department of the Navy.

“Ms. Moore demonstrated outstanding knowledge and experience among a competitive pool of applicants for this important position,” said Hemstreet. “She is an innovative and proven leader who will play a key role in upholding Loudoun’s commitment to attracting, developing and retaining exceptional talent.”

Moore holds a bachelor’s degree in industrial engineering from Penn State University and a master’s degree in engineering administration from Virginia Tech.

The Loudoun County Department of Human Resources offers centralized support to county departments by recruiting, developing, and retaining qualified staff while working to maintain a professional work environment.

Loudoun County was recently included in Forbes magazine’s list of America’s Best Large Employers for 2025.
