Loudoun County officials are marking the passing of former Board of Supervisors Vice Chair Eleanore Towe, who died on August 25, 2025, at age 87.
Towe was first elected as Blue Ridge District Supervisor in 1995 and served two terms. She became Vice Chair during her second term. Her involvement in local politics began after active participation in the Round Hill community, where she helped form the Round Hill Area Citizen’s Association due to concerns about rapid development in the county during the 1990s.
“The Board of Supervisors is saddened to hear the news of Supervisor Towe’s passing,” said Chair Phyllis J. Randall. “She was a staunch public servant and leader whose impact in the Loudoun community will continue for years to come.”
One significant action by the Board during her tenure was adopting the Revised Comprehensive Plan in 2001. The plan focused on managing residential growth, protecting rural areas, and preserving environmental and historical features. Towe also contributed to establishing Franklin Park and adding 28 new schools throughout Loudoun County.
“While I did not personally know Eleanor, I thank her for being a fierce protector and advocate for Western Loudoun,” said Little River District Supervisor Laura A. TeKrony. “It is with great respect and admiration that I pass on my condolences to her family and friends.”
Towe’s husband, Dr. Jame Towe, passed away before her. She is survived by children and grandchildren. Her family plans to hold a celebration of life at a later date.
The county expressed its condolences to all those affected by Towe’s service.
