Loudoun County School Board reviews new programs, policy changes at August meeting

The Loudoun County School Board convened on August 12, 2025, at the Loudoun County Public Schools Administrative Offices in Ashburn. All board members were present, with some attending remotely.

During a work session, the Department of Academics presented an overview of the Virginia Department of Education (VDOE) School Performance and Support Framework. The presentation included updates on VDOE accreditation and accountability systems, as well as details about LCPS’s ongoing school improvement process.

The Department of School Leadership shared student discipline data from the 2021-2022 through 2024-2025 academic years to illustrate trends since students returned following the pandemic.

After a recess for the Pledge of Allegiance and National Anthem—led by Ashley Kolbas and performed by Henry Newman from Heritage High School—the board recognized two new educational initiatives: ACCESS Academy and Recovery School. Both programs will launch this fall with their first group of students. The principals leading these initiatives were acknowledged for their leadership.

Superintendent Dr. Aaron Spence reported that staff orientations and development conferences took place in preparation for the upcoming year, including a New Teacher Institute attended by over 230 new teachers. More than 50 middle school students participated in a field trip to Amazon’s HQ2 to connect sustainability lessons with practical examples. Seventeen LCPS schools received No Place for Hate designation for the 2024-2025 year. The Family and Community Engagement Office engaged with families during National Night Out events, and LCPS will continue providing classroom allotments to assist teachers for a fifth consecutive year.

Public comment was accepted both virtually and in person on various topics.

The board adopted its proposed meeting calendar for the FY 2027 Capital Budget and initiated an elementary school attendance zone change process for Ashburn and Dulles North Planning Districts. Additionally, it voted to join an SCC proceeding regarding Dominion Energy’s Golden to Mars Transmission Line Project by filing a notice of participation—a process previously joined by the Loudoun County Board of Supervisors and Loudoun Valley Estates HOA.

Several information items were discussed. These included considering supplemental increases in budget authority for Workers’ Compensation Self-Insurance Fund and Health Self-Insurance Fund due to costs exceeding FY25 estimates; reviewing bids for constructing High School 14, with Howard Shockey & Sons, Inc., awarded the contract; revisions to Policy 5095 concerning participation in Thomas Jefferson High School for Science and Technology; and authorizing outside legal counsel to respond to recent communications from the U.S. Department of Education’s Office for Civil Rights after closed session deliberations.

The meeting recessed at 11:30 p.m., reconvening on September 2, 2025.
