The Loudoun County Department of Housing and Community Development announced on Mar. 10 that it is inviting residents to comment on three key planning documents related to the county’s Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME). The documents open for public review are the Fiscal Year 2026-2030 Five-Year Consolidated Plan, the Fiscal Year 2026-2027 Annual Action Plan, and the current Citizen Participation Plan.
These plans are important because they outline how federal funds will be used to address housing and community development needs in Loudoun County. Public feedback helps ensure that local priorities are reflected in the final versions submitted to the U.S. Department of Housing and Urban Development.
Residents can submit comments through April 15, 2026. In addition, people are encouraged to attend or view the Board of Supervisors public hearing scheduled for April 15, where more information about the plans will be shared and additional feedback can be provided directly to board members.
The planning documents detail activities to be undertaken with federal funding, expected resources, geographic distribution of investments, resource leveraging strategies, and how matching obligations will be met. Copies of these plans are available online at loudoun.gov/CDBG as well as at several physical locations including the Loudoun County Government Center, the Department of Housing and Community Development office in Leesburg, and all branches of Loudoun County Public Library during normal business hours.

The county must submit its finalized plans by May 15, 2026 in order to receive CDBG and HOME funds for upcoming projects.
