Rep. Don Beyer, a serving member of U.S. Congress representing Virginia’s 8th district since 2015, expressed criticism of former President Donald Trump’s tariff policies through a series of Twitter posts in early April 2025. Beyer, who has held his Congressional seat for a decade, voiced concerns regarding the economic implications of these tariffs, highlighting his legislative efforts to counter them.

On April 2, 2025, Rep. Don Beyer addressed the impact of Trump’s tariff strategy by stating, “Trump’s mass tariffs are stupid. The White House is predicting the largest tax increase in history. Trump likes tariffs because he’s a bully, because he’s an authoritarian, because he doesn’t care who gets hurt. Our bills would stop this. Republicans are nowhere to be found.” His comments suggest a disapproval of both the tariff plan and the lack of Republican action to address it.

The following day, April 3, 2025, Beyer emphasized congressional responsibility regarding trade policies, saying, “We don’t have to let Trump’s tariffs wreck our economy—it’s a choice. The Constitution gave Congress trade authority, not the President. Congress delegated tariff powers to the President and we can take them back. We have bills (one is mine). We just need votes to pass them.” Beyer suggests that Congress has the authority to reverse this delegation of power to the executive branch.

Later that day, he provided further analysis on the fiscal effect of the tariffs, commenting, “The primary feature of shifting revenue from income-based taxes to tariffs will be massive decreases in taxation of rich people and massive increases of taxes paid by working people. That is a concise description of how Trump’s policies work in human terms.” Beyer points to regressive impacts of the tariff policies, suggesting a socioeconomic disparity in tax burdens.
