State Del. Elizabeth B. Bennett-Parker has put forward a new bill designed to update and clarify how school board leaders are compensated across Virginia, according to the Virginia State House.

The proposal, known as HB382, was introduced Jan. 14, 2026, during the 2026 regular session. It is officially titled: “School board chairmen and vice-chairmen; additional annual salary.”

This overview summarizes the bill text and interprets its major provisions for clarity.

At its core, the bill calls for increasing the maximum extra annual compensation for leaders of school boards and provides greater detail on salary procedures. A school board chairman may receive up to 30% of the base salary or $3,500, whichever is higher, and a vice chairman may receive up to 15% of the base salary or $1,750, whichever is higher, subject to approval by school board resolution or, for appointed boards, the local governing body. Current rules on member mileage reimbursement at the state travel rate remain intact, and any salary hike must be approved by a board vote. The measure outlines when boards in counties, cities, and towns can adopt raises and maintains the rule against pay increases taking effect during a current term, except for staggered-term boards.

This legislation was filed with Rep. Elizabeth B. Bennett-Parker (Democrat-5th District) as its lone sponsor.

Since the session began, Bennett-Parker has put forward 12 additional bills.

Bennett-Parker earned a BA from Cornell University in 2007.

A Democrat, Bennett-Parker was elected to the Virginia State Senate in 2026 for the 39th House District, succeeding Adam Ebbin in that seat.

The Virginia legislative process starts when a bill is introduced in either the House of Delegates or the Senate and moves to committees for review and potential changes. If approved, it continues to be debated and voted on in both chambers. Passage by both means the bill heads to the governor, who can enact it, veto it, or allow it to become law without a signature. The Virginia General Assembly meets each year in regular session from the second Monday in January, and delegates introduce hundreds of bills annually, though only some become law.
