Wetland migration mapping bill led by Del. Lopez advances through Virginia legislature

A measure sponsored by Del. Alfonso H. Lopez was approved unanimously in both the House and Senate and seeks to enhance conservation initiatives by directing the identification of land for potential wetland migration, the Virginia State House reports.

The legislation cleared both legislative bodies and was formally enrolled as of March 30, 2026. It passed in the House by a 98-0 vote and in the Senate by a 40-0 count.

Designated HB237, the bill was introduced during the regular session on Jan. 14, 2026, and its summary in the state legislature reads: “Va. Coastal Resilience Master Plan; identifying areas where marshes may migrate in face of sea rise.”

The legislation instructs the Department of Conservation and Recreation to add a geographic information system layer to the ConserveVirginia program within the floodplains and flooding resilience and protected landscape resilience classifications. This new layer must identify lands adjacent to existing wetlands and locations that could support wetlands moving in the future. The aim is to support more robust conservation efforts and climate adaptation by tracking both existing and prospective wetland zones.

The House saw the bill supported by 63 Democrats and 35 Republicans.

Meanwhile, Senate approval included votes from 21 Democrats and 19 Republicans.

Along with Del. Lopez (Democrat-3rd District), the legislation was co-sponsored by Del. Virgil Thornton (Democrat-86th District).

Lopez received his undergraduate degree from Vassar College in 1992 and a law degree from Tulane University in 1995.

Lopez, a Democrat, was first elected to represent Virginia’s 3rd House district in 2024, succeeding former representative Will Morefield.
