Arlington County - VA issued the following announcement on Feb 8.

The Arlington County Board will consider and act on dozens of items at its Regular Board Meeting on Saturday, February 12, 2022, at 8:30 AM and its Recessed Meeting on Tuesday, February 15, 2022, at 3 PM.

The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd., are open to the public. Visit the County website for information on speaking at a County Board Meeting.

Virtual participation options are available to the public through Microsoft Teams. All visitors to the Ellen Bozman Government Center at 2100 Clarendon Blvd. must wear a mask or maintain a 6 ft distance from others. If you are sick or experiencing symptoms of COVID-19, please consider watching the meeting’s live webcast or cable broadcast or participating virtually via Microsoft Teams. Comment on Agenda Items and Speak at the Meeting

Send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.

If you wish to comment during the Public Comment period at the start of the Regular Hearing, or on a Regular Public Hearing Item, register in advance on the County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.-5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting.

Saturday, February 12, 2022 – Regular County Board Meeting

Marbella Property at 1300 and 1305 N. Pierce Street, Item #28. The Board will hold a public hearing and consider action on site plan #463 for a 555-unit, 100% Committed Affordable, multifamily residential development consisting of two building towers; with modifications of use regulations to include: additional building height, additional density, density exclusions, required parking, and other modifications as necessary to achieve the proposed development plan. If approved, the project is expected to advance the goals and objectives of the Affordable Housing Master Plan.  In addition, the Board will consider an allocation of $10,500,00 of FY2022 Affordable Housing and Investment Funds to assist with financing for a 12-story residential development, including 234 new committed affordable units, on a portion of the site.

Pentagon City Sector Plan, Item #29. The Board will hold a public hearing and consider adoption of the Pentagon City Sector Plan and associated Comprehensive Plan and Zoning Ordinance amendments including:

Amendment to the General Land Use Plan (GLUP) Map and Booklet

Amendments to the Master Transportation Plan (MTP)

Amendments to the Arlington County Zoning Ordinance, 6.5, RA6-15 Multi-family Dwelling District, 7.12, C-O-2.5 Mixed Use District, and 9, Special Planning Area Regulations.

The Pentagon City Planning Study process was designed to establish a future vision and goals for this Metro station neighborhood, evaluate opportunities for new growth, and develop a plan for public and private improvements in a connected and coordinated manner. The draft Pentagon City Sector Plan provides guidance for future development within the study area through a series of Planning Principles, including proposed principles on the relationship between public realm improvements and private redevelopment, as well as guidelines to inform the character and massing of new buildings. 

Presentation on the Fiscal Year 2023 Proposed Operating Budget.   County Manager Mark Schwartz will present his proposed operating budget for fiscal year 2023. At the Tuesday, February 15, 2022, recessed meeting, the County Board will hold a public hearing and consider authorizing advertisement of the proposed real estate, personal property, and Business Improvement District CY 2023 tax rates, as well as associated fee and Code amendments.  

Arlington’s annual operating budget outlines spending on County programs, services and administration for the coming fiscal year, which begins July 1. The County Manger and County Board are committed to engaging the Arlington community to approve a budget that reflects the Board’s guidance to the Manager approved in October 2021. 

Tuesday, February 15, 2022 – Recessed County Board Meeting

The virtual Recessed Meeting will begin at 3 p.m. with reports from the Board Members and the County Manager.

Public Hearings

No earlier than 6:30 p.m. the Board will hold a public hearing and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after carryover Consent Agenda items are considered.

Request for Advertisement for Fiscal Year 2023 Proposed Operating Budget and Tax Rates.  The County Board will hold a public hearing and consider authorizing advertisement of the proposed real estate, personal property, and Business Improvement District CY 2023 tax rates, as well as associated fee and Code amendments.  The Board will review the proposed budget, rates, fees and Code amendments through a series of work sessions with County departments and advisory commissions beginning March 1, 2022. The Board will hold a public hearing March 31 at 7 p.m. on the proposed FY 2023 Budget, and a public hearing on March 29 at 7 p.m. on the proposed CY 2023 tax rate, before adopting the FY 2023 Budget at its April Meeting.  To learn more about the FY2023 budget process, visit the Budget Webpage.
