The City of Alexandria's ARISE Guaranteed Income Pilot has shown promising results after its first year, according to Dr. AshLee Smith Playfair from Abt Global. The evaluation findings were presented at an event by the Department of Community and Human Services (DCHS) and ACT for Alexandria, attended by officials and residents.
In 2021, the Alexandria City Council allocated $3 million from American Rescue Plan Act funds for 170 residents to receive $500 monthly for 24 months. This pilot aims to study the effects of this income on various aspects such as health, housing, food security, transportation, financial stability, labor market participation, and child outcomes when applicable. An additional $550,000 was approved in the FY25 budget to extend payments through June 2025.
Dr. Playfair's presentation highlighted several key findings from a mixed-methods evaluation:
- Improved Mental Wellbeing: Participants reported more peaceful home environments and reduced financial stress compared to a control group. They felt more hopeful about the future and could spend more time with their children.
- Increased Financial Stability: Participants experienced improved financial stability with better control over finances and reduced stress. Only 1% lived off savings compared to 6% in the control group.
- Empowerment: The guaranteed income allowed participants to work fewer hours and focus on family responsibilities, education, caregiving, entrepreneurship, and other activities.
