The City of Alexandria has been recognized with the 2024 Phase II MS4 Overall Award from the National Municipal Stormwater and Green Infrastructure Program. This award highlights Alexandria's leadership in stormwater management and its Municipal Separate Storm Sewer System (MS4) program.
Established in 2015, the National MS4 Award Program is a cooperative initiative with the U.S. Environmental Protection Agency (EPA). It acknowledges efforts across the nation to innovate and meet regulatory requirements aimed at reducing stormwater pollution. The Water Environment Federation (WEF) presented the award, noting that Alexandria's Stormwater Management Program "excelled in effectively managing stormwater and green infrastructure initiatives, surpassing regulatory requirements, and demonstrating a commitment to innovative solutions."
Alexandria's Phase II MS4 permit is issued by the Virginia Department of Environmental Quality under the federal Clean Water Act. This permit regulates stormwater discharge to minimize pollution entering streams and water bodies. Nationwide, there are nearly 6,500 Phase II MS4 permit holders.
Significant aspects of Alexandria's program include a 275-tree planting initiative marking the city's 275th anniversary and an expansion of eligible practices in the Stormwater Utility Fee Credit Program. The city also advanced Chesapeake Bay program goals through restoration projects that enhance spaces while reducing sediment and nutrients entering the bay.
Since the inception of this award in 2015, Alexandria has consistently been recognized for Program Management and Innovation. This marks the second time it has been named as the Phase II MS4 Overall Winner.
