City Manager James Parajon has put forward a proposed budget for Fiscal Year 2025, which was presented to the City Council on February 27. The adoption of this budget is set for May 1. The proposal results from collaboration that aligns the priorities of the City Council with input from various departments and community partners in Alexandria.
The proposed General Fund Operating Budget stands at $911.3 million, starting July 1, alongside a $2.33 billion Capital Improvement Program (CIP) spanning ten years from FY 2025 to 2034. This proposal reflects the priorities established by the City Council.
Key areas of focus in the FY 2025 budget include:
- Collective Bargaining: Expansion of bargaining units to include Labor & Trades along with existing Police and Fire agreements, allocating $3.7 million for these groups.
- Staff Retention and Recruitment: Aiming to be an "Employer of Choice," with funding for a 2% pay scale adjustment for non-bargained employees and step increases between 2.3% and 5%. Library employees will receive a targeted increase following a compensation study.
- Commitment to Education: Full funding for the Superintendent’s Alexandria City Public Schools Operating Budget, including a CIP totaling $314 million for two elementary schools and maintenance of current facilities.
- Affordable Housing: Investment in affordable housing and eviction prevention totaling $33.1 million.
- Economic Strength: Continued investment through the City's CIP, including projects like Landmark Mall Redevelopment and Waterfront Flood Mitigation.
Other notable aspects include no changes in tax rates for residents or businesses and maintaining fare-free service on DASH buses.
Residents are encouraged to engage with the budget process through public meetings scheduled over several months. These meetings provide opportunities to learn more about the budget details and offer feedback.
Public presentations begin on February 29 at Charles E. Beatley, Jr. Central Library, followed by additional hearings throughout March and April. Residents can also submit feedback via an online form available on alexandriava.gov/Budget.
