City Manager James F. Parajon has appointed Hashim Taylor as the new Director of the Department of Recreation, Parks and Cultural Activities (RPCA) in Alexandria. Taylor is recognized for his experience in parks and recreation, having led large-scale projects and expanded community programming.
Taylor, originally from Alexandria, grew up participating in RPCA programs. His previous role was as Director of Parks and Recreation for Cedar Rapids, Iowa. There, he managed over 5,000 acres of parkland and various recreational facilities. He secured more than $12 million in funding for the ReLeaf Cedar Rapids initiative after a 2020 storm and developed several community projects.
Before working in Iowa, Taylor was the Recreation Program Manager for Prince William County, Virginia. He also held leadership roles in Virginia Beach and Norfolk focusing on recreation projects and park revitalization.
Taylor holds an MBA from Regent University and serves on the Board of Directors for the National Recreation and Park Association (NRPA). Returning to Alexandria is significant to him as he aims to expand community programming and improve public spaces.
He will begin his role as Director on April 14, 2025.
