On November 20, 2024, Rep. Beyer reflected on a legal ruling concerning the Regional Greenhouse Gas Initiative (RGGI). He stated that three years prior, he had asserted that RGGI was established by law and "cannot be undone by executive order." A judge recently concurred with this position, ruling that Governor Youngkin's withdrawal from the initiative was "unlawful." "Three years ago I wrote that the Regional Greenhouse Gas Initiative (RGGI), which brought millions of dollars to Virginia, was established by law and 'cannot be undone by executive order.' A judge just agreed, ruling that Gov. Youngkin's withdrawal was 'unlawful.'"

On November 21, 2024, Rep. Beyer expressed concerns over H.R. 9495, a bill he believes would grant excessive power to the president over nonprofits without due process. He urged the House to reject this bill and instead pass bipartisan legislation aimed at supporting Americans wrongfully detained overseas. "H.R. 9495 would give the president unprecedented power to attack nonprofits without due process, powers that would be very dangerous in the wrong hands. The House should again reject this bill, and pass our bipartisan legislation to support Americans wrongfully detained overseas."

Later on November 21, Rep. Beyer commented on what he described as a significant triumph for legal principles and ethical leadership standards in America’s governance system."A major victory for the rule of law, and for all who believe that good character and basic decency must be minimal expectations for our nation's leaders. This is a very good thing."
