Two men sentenced for distributing drugs from California to Virginia

Two men have been sentenced to prison for their involvement in a scheme to distribute fentanyl and other drugs from California to Virginia. According to court documents, Devin Joseph Stukes-McFarland, 27, of Virginia Beach, distributed fentanyl marketed as Percocet through an online service. Between September 2021 and March 2023, he received around 70 parcels via USPS from Brian Malik Williams, 27, of Modesto, California. Fifteen of these parcels contained fentanyl pills, Xanax pills, and ketamine.

Williams used the alias "Matty Ruger" and received payments through Cash App and Apple Pay. On February 2, 2023, Williams sent a parcel to Stukes-McFarland's former address. On February 9, the Virginia Beach Police Department (VBPD) and the Drug Enforcement Administration (DEA) conducted a controlled purchase of approximately 600 fentanyl pills from Stukes-McFarland.

Further controlled purchases were made on March 2 with approximately 400 fentanyl pills acquired. On March 24, after another parcel was delivered by an undercover U.S. Postal Inspector to Stukes-McFarland's residence, authorities executed a search warrant leading to his arrest. Investigators recovered the parcel containing over four thousand fentanyl pills along with Xanax pills and other substances.

Stukes-McFarland pled guilty on November 15, 2023. Williams pled guilty on March 12 and was sentenced today to ten years in prison for conspiracy charges related to drug distribution.

The announcement was made by Jessica D. Aber from the U.S. Attorney’s Office for the Eastern District of Virginia alongside other officials including Jarod Forget from the DEA’s Washington Division; Jason S. Miyares; Damon E. Wood; Jeff Krafels; and Paul Neudigate from Virginia Beach Police.

Assistant U.S. Attorney Kevin M. Comstock and Special Assistant U.S. Attorney Marc W. West prosecuted the case.
